Job Summary:
Ordnance Assessment Project Manager:
The Ordnance Assessment (OA) Project Manager will schedule and organize project meetings, organize project schedules and budgets, organize logistics, keep detailed records of the project at every stage, catch and assess any issues or risks that may impact the project cost and schedule, and report them to the AS portfolio manager and Branch Manager.
Duties and Responsibilities:
Develop and manage ordnance assessment programs to monitor and identify risks to the ordnance capability and inventory readiness throughout the ordnance system life-cycle.
Independently perform review and analysis of ordnance system data reported by the Navy/Marine activities and conduct root cause analysis of failures using identified data sources, as required.
Perform review, analysis, and conduct root cause analysis as required for firing reports, conventional ordnance deficiency reports, and missile sentencing inspections.
Working in the field while observing performance testing and collecting data. Other duties include research, writing/reviewing test plans, performing hazard analysis and mitigations, analyzing data and writing reports. Duties may include malfunction investigations to determine the root cause of the failure and evaluating Engineering Change Proposals for potential issues.
Develop project plans, schedules, and budgets.
Generate OA reports in accordance with an OA program plan. This includes but is not limited to; preparing needed data and associated databases to include missile system data, component data, electrical test data, maintenance and repair records, and missile internal component configuration records. Missile system data will also include missile system test, training, and combat firings.
Draft cost estimates and customer work agreements in support of specific Ordnance Programs.
Generate and review engineering reports to ensure quality and technical rigor, and brief program office staff on findings via email, phone calls, or virtual presentation meetings.
Attend program reviews and OA summits to brief findings and provide OA program support.
These services are in support of test planning, test execution, test support, test operations and associated logistics for a wide variety of systems across their life cycle, which include focus areas such as Arms, Ammunition, Explosives, Weapons Systems, and associated platforms utilized by the Expeditionary Warfare community. Secondary support areas include Sensors and Communications, Mobility Platforms, Systems Integration, and Commercial Off-The-Shelf (COTS) equipment with unique military applications; and other new or existing systems or systems of systems that require independent testing for Expeditionary Warfare.
Mandatory Skill Requirements (must have):
Five years specialized experience in the development and evaluation/testing of major weapons systems. Capable of performing independently and leading a team of mixed (senior and junior) technical staff.
Bachelor's degree with coursework in Business Management or Technical Management.
Ability to obtain and maintain Secret clearance.
Experience providing technical support to energetics/explosives or weapons systems programs; and at least five (5) years providing project management oversight for Navy ordnance environmental and explosives safety programs. Must have direct or similar experience with the DoN Explosives Safety inspection (shore station and shipboard) processes, including Explosives Safety performance metric tools and related database maintenance, technical management support, inspection scheduling efficiency development, data collection and report and chart generation from centralized databases and web-based applications.
Solid verbal and written communication skills are required.
Desired Skill Requirements:
Ten years' experience with Navy and/or Marine Corps systems is preferred.
Current Secret Clearance
Quality Assurance experience in Lean Six Sigma, ISO 9000, or ANSI processes and certifications.
Experience with Department of the Navy Risk Management Program for the Safe Manufacture, Storage and Handling of Ammunition and Explosives.
Demonstrated experience in the development and execution of project plans as well as the preparation of technical documentation and presentations.
Experience in using the Microsoft Office suite of applications.
Education:
MS in Business Management or Technical Management
Experience:
10 years' experience related to DoD service contract project management
