Manager - Safety (Finance)

Position Description

Responsible for providing leadership, strategic planning, and technical support for Safety, Occupational Health, Radiation Safety and Industrial Hygiene Management programs for Kinder Morgan's Products Pipeline business unit.
Specific duties include:

• Developing, maintaining, and implementing all safety and industrial hygiene plans, procedures, and programs to maximize employee and process safety and maintain regulatory compliance for assigned Pacific Northern, Pacific Southern and Central Regions - covering facilities in California, Oregon, Washington, Nevada, New Mexico, Arizona, Texas, the Upper Mid-West US and Canada.
• Also direct a team of 2 safety professionals based in southern and northern California.
• Providing technical expertise to ensure compliance with all applicable Health & Safety regulations, goals, policies, and procedures. Provide advice and guidance on interpretation/application of regulations and internal procedures related to Health & Safety. Must possess a strong understanding of both Federal and State OSHA regulations, Canadian Federal and Provincial OHS regulations, including process safety management (PSM) and EPA Risk Management Program (RMP).
• Developing initiatives to improve safety culture within the Products Pipelines business unit.
• • Providing a visible presence at facilities within the business unit and responding to health and safety concerns raised by managers and employees. Lead and support Safety Coordinators in assigned Regions and coordinate annual Safety Coordinator Leadership Conferences as scheduled.
• Coordinating implementation and continuous improvement of Operation Management Systems (OMS) for the Central and Pacific Regions, including support of programs required by Canada Energy Regulator (formerly the NEB).
• Leading safety performance improvement initiatives across the Central and Pacific Regions (e.g., ergonomics, industrial hygiene, engineering controls, PPE, training, etc.).
• Developing and reviewing required safety and injury metrics for internal and external reporting and ensuring incident tracking systems are accurately reflecting the business unit's performance.
• Coordinating safety & health required training programs, serving as a Subject Matter Expert on training requirements, frequency, and content. Deliver training as needed for employees in the Central and Pacific Regions.
• Delivering advanced and refresher Smith Systems Driver Training.
• Interfacing with government agencies to maintain regulatory compliance (e.g., audits, inspections, annual reports, etc.).
• Supporting the incident investigation process for Safety and PSM incidents including participation on investigation teams, writing investigation reports, and coordinating follow-up corrective actions.
• Participating in emergency planning and preparation including drills and exercises and training programs. Provide response to incidents as required.
• Providing leadership and support of PSM/RMP programs including participation in PHAs, PSM Audits, and regulatory inspections.
• Participating as required in the internal EHS Audit Program. Support facilities in preparation for these internal reviews, participate as needed during the reviews, and provide input and direction on resolution of applicable findings.
• Participating in and identifying improvement opportunities for Construction Plans, Engineering Projects, Emergency Response and Fire Protection.

Position Requirements

Requirements :
Position requires a Bachelor's degree (or an equivalent foreign degree) in Occupational Health and Safety Management or in the social or physical sciences and 8 years of experience as an EHS Manager in the pipeline industry. Must also have at least 8 years of experience (which can have been gained concurrently with the experience requirement above) working with the following:

• Emergency preparedness and response, OSHA compliance, Canada Labour Code compliance, and Haz-Mat;
• Radiation Safety (nondestructive testing);
• OSHA, PSM, RMP, U.S. Coast Guard, DOT, and CER (formerly NEB) regulations and interacting directly with regulatory agencies;
• Industrial Hygiene;
• Incident Investigation cause analysis; and
• Leading teams of safety professionals supporting multiple pipeline facility projects across a wide geographic area.

Position requires up to 30% domestic travel.
