Manager Data Governance (E5892) (Information Technology)
Job Summary The Data Governance Manager's mission is to establish a data governance framework for creating, maintaining, and consuming trusted, accessible, and protected data across the IEEE Enterprise. The ideal candidate is a strategic thinker and data governance expert with the ability to bring together business leaders, technology leaders, and partners to: • Identify critical data assets and their usage. • Create and activate data governance framework. • Establish policies and procedures to validate and protect our critical data assets. • Ensure delivered data products follow data management standards. The Data Governance Manager is critical to IEEE's Data and Analytics Team initiatives, which are led by the Chief Data Officer. This position reports to the Director of Data Governance and Management and is expected to manage 2–6 employees.
Key Responsibilities
Establish and maintain a comprehensive data governance framework and strategy.
Lead a team of Data Governance analysts, stewards and specialists.
Design, document, and implement data governance policies, standards, and procedures to govern data product ingestion, manipulation, and consumption.
Facilitate data governance meetings, working groups, and training programs to build a data-centric culture.
Lead the creation and ongoing management of a data catalog, data dictionary, and other data asset inventories.
Develop and lead processes for data governance, including data controls. Classification, data lineage, data quality measurement, and data access
Oversee the identification and appointment of data stewards across the organization.
Monitor and report on data quality, usage, and other key metrics.
In collaboration with the Data Architecture group, recommend and oversee the implementation of data governance tools and technologies to support data lineage, metadata management, and data quality monitoring.
In collaboration with Data Architecture and Data Engineering groups, recommend, design and implement metadata management processes to capture and maintain data lineage, dictionaries, glossaries and cataloging tools.
Working with the DPO (Data Privacy Officer) and the GPO (Global Privacy Officer), develop and enforce data security and privacy policies, controls, and procedures, ensuring compliance with data protection regulations (e.g., HIPAA, GDPR) and industry standards.
Provide training and guidance to employees on data governance principles and policies, monitor compliance with data governance policies, and assess the effectiveness of controls.
Prepare and present data governance reports, dashboards, and metrics to senior leadership.
Additional Responsibilities
Lead and support Data Governance meetings with senior stakeholders and provide transparency on all data and analytics initiatives.
Influence and motivate the business, data, and product leads to create a culture of effective data management.
Partner with Information Security, Data Architecture, and Platform Engineering teams on all innovation and key technology initiatives to ensure data governance and management aspects are effectively managed.
Raise awareness of data management best practices and their importance to business operations.
Provide input to data strategies, data management priorities, and communication plans, as well as to the future composition, direction, and roles of the data governance program and organizational framework.
Education
Bachelor's degree or Advanced degree or equivalent in Information Systems, Computer Science, Business Administration, Data Science, Management Information Systems, or a degree with a focus on data analytics. Req

Work Experience
7-10 years At least 7+ years of experience in data governance, management, or a data-related field. Req
2-4 years 3+ years of proven ability to lead the design and implementation of enterprise-wide data programs, Req
Excellent understanding of data management concepts, principles, and best practices, Req
Excellent communication, collaboration, and stakeholder management skills, Req
Experience working with cross-functional teams and facilitating workshops/meetings. Req
Familiarity with data quality frameworks, data security, and regulatory requirements, Req
Experience in building and managing cross-functional teams, Req
Knowledge of data modeling, data architecture, and data engineering concepts, Req
Strong analytical and problem-solving skills, Req
DAMA-CDMP certification a plus, Req
Proficiency in governance data management tools and technologies, such as data cataloging tools, data quality tools, and data governance platforms Req
Proven ability to develop data strategies that align with business goals. Req
